The Portugal Pavilion in Osaka hosted the event "OCEAN: Designing Future Society for Our Lives", an initiative of the Directorate-General for Maritime Policy (DGPM), held as part of Sea Week, organised by AICEP and the Fórum Oceano, in collaboration with Docapesca.
The Portugal Pavilion, under the theme "Ocean, the Blue Dialogue", highlights the country's strong connection to the Sea and presents the Ocean as a space for dialogue, cooperation, and innovation. This concept permeates the visitor experience, showcasing Portugal as a nation that combines maritime tradition, scientific knowledge, and sustainable solutions to build a more responsible future for the planet.
Salvador Malheiro, Secretary of State for Fisheries and the Sea, opened the session, emphasising the importance of the National Strategy for the Sea and promoting Ocean Literacy as pillars of Portuguese public policy in this area. On the same occasion, Cláudia do Carmo, Deputy Director of the Portugal Pavilion, highlighted Portugal's historical and cultural ties to the Ocean, a central message of the country's participation in Expo 2025 Osaka.
The event brought together speakers from Portugal, Japan, Brazil, and Cape Verde, and included participants from various partner countries, including Canada.

In the panel dedicated to national strategies for the Sea, Pedro Henriques Gonçalves, Director of Strategy Services at DGPM, and Koichi Warisawa, Director of the National Secretariat for Ocean Policy of Japan, shared best practices and identified common challenges, emphasising the potential for new opportunities for bilateral cooperation.
A second panel focused on ocean literacy. It featured presentations by Maria João Ferreira (DGPM), Andrea Latgé (Ministry of Science, Technology, and Innovation of Brazil), and Paulo Jorge Lima Veiga (Carlos Albertino Veiga Foundation, Cape Verde), showcasing initiatives to raise awareness and promote education about the Ocean.
The session's highlight was signing a Cooperation Protocol on Ocean Literacy between DGPM and the Carlos Albertino Veiga Foundation, reinforcing their joint commitment to empowering societies to protect the Ocean and develop a more inclusive and resilient blue economy.
In the closing session, Marisa Lameiras da Silva, Director-General for Maritime Policy, emphasised that this gathering is a decisive step in strengthening international cooperation, contributing to implementing the National Strategy for the Sea and promoting worldwide ocean literacy.
